EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law,  EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The North Las Vegas Redevelopment Agency was
selected to receive a brownfields assessment grant.
Located in southeast Nevada, the City of North Las
Vegas (population 115,489) has experienced rapid
growth. The city is committed to identifying and
mitigating blighted and underutilized sections of the
city. Two target areas, with a total of nearly 700 acres,
have been identified for redevelopment: the Down-
town Redevelopment Area and the North Redevelop-
ment Area. Approximately 80 percent of the residents
in both areas are minorities, and the number of house-

  Hazardous substances grant funds will be used to
  inventory and prioritize sites, and conduct Phase I
  and II environmental site assessments for sites in
  the two redevelopment areas within the city
  limits. Funds also will be used to conduct com-
  munity outreach.

holds with income below $15,000 ranges from 18.3
percent to 29.9 percent. The downtown area is a mix of
commercial, residential, and light manufacturing
properties. The commercial and residential properties
are generally obsolete and deteriorated, and the presence
of the manufacturing sites discourages revitalization.
The north area consists mostly of commercial properties
along two of the major arteries in the city. The deterio-
rated conditions of the commercial spaces and the
housing stock, and faulty land subdivision patterns have
discouraged private investment. Assessment of
brownfields properties will help the city advance the

redevelopment process to rehabilitate properties, build
better homes, create jobs, broaden the tax base, in-
crease property values, and stimulate business and
development in the two target areas.
