5 o T> Brownfields 2006 Grant Fact Sheet Kitsap County Consolidated Housing Authority, Port Orchard, WA EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Addi- tionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Kitsap County Consolidated Housing Authority (KCCHA) was selected to receive a brownfields cleanup grant. Port Orchard was the first incorporated city within Kitsap County (population 260,000). Eighteen percent of residents are either African- American, Asian, Native American, or Hispanic. Its early industry was based primarily on lumber. Today, a large public marina draws boats from as far away as British Columbia and Alaska. The city suffers from Cleanup Grant $161,024 for hazardous substances EPA has selected the Kitsap County Consolidated Housing Authority for a brownfields cleanup grant. Grant funds will be used to clean up the former Port Orchard Fire Department on 920 Mitchell Avenue, in downtown Port Orchard. The site was previously used for street maintenance, street-sweeping equipment, and storage of oil and tars. Grant funds also will be used for community involvement activities, and cleanup planning. Eighteen percent of residents live below the poverty level. Uncontrolled runoff from brownfields is a risk to groundwater and poses hazards to local residents. Redevelopment plans include mixed- use development, including senior housing, new busi- nesses, and greenspace. Brownfields revitalization will provide environmentally friendly economic opportuni- ties, options for affordable housing, and new jobs for local citizens.
