EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the  Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Atlantic City was selected to receive a
brownfields  assessment grant. Located along the
southeastern shore of New Jersey, Atlantic City
(population 40,517) is seeking to continue its ongoing
brownfields  redevelopment efforts. Since 1998,
Atlantic City has identified 105 brownfields and 1,413
vacant parcels in the city. Most of these sites are
located in residential areas. The city has a relatively
small amount of usable land, which has resulted in a
lack of recreational areas for residents. Currently,
Atlantic City has less than 30 acres of land developed
as neighborhood parks and recreation areas. About
19.1 percent of families and 23.6 percent of city
residents live below the poverty line. Brownfields
assessments will facilitate the creation of an estimated
nine public parks, four of which will provide waterfront

 $200,000 for hazardous substances
 EPA has selected the City of Atlantic City for a
 brownfields assessment grant. Hazardous sub-
 stances grant funds will be used to continue the
 city's efforts to inventory brownfield sites and
 conduct up to ten Phase I environmental site
 assessments. Grant funds also will be used to
 conduct site investigations of properties impacted
 by historic fill and to support community out-
 reach activities.
