EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law,  EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The Addison County Regional Planning Commission
(ACRPC) was selected to receive a brownfields
assessment grant. Created to assist local towns with all
aspects of planning and development, ACRPC serves a
population of 36,965 in 21 municipalities. The Addison
County region developed around a variety of industrial,
manufacturing, and agricultural operations. An overall
decline in industry between 1910 and 1980 caused
several once-thriving industrial facilities to be abandoned
or downsized. This industrial decline led to a decrease in
population in many of the county's towns. However, this

 brownfields assessment grant. Hazardous sub-
 stances grant funds will be used to perform
 community outreach activities, prepare a
 brownfields inventory and prioritize sites, and
 conduct five to six Phase I and one or two Phase
 II environmental site assessments in Addison
 County.

population trend changed overtime. Addison County is
now the sixth fastest growing county in Vermont. Most
of this growth is driven by proximity to jobs in nearby
Chittenden County. This population shift has resulted in
sprawl, residential development of forest and agricultural
lands, and increased commuting time for four out of five
residents employed outside of the county. Brownfields
assessments will leverage resources for redevelopment
that will promote reinvestment in town centers and help
reduce sprawl.
