5 o T> Brownfields 2008 Grant Fact Sheet Yolo County, CA EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description Yolo County was selected to receive two brownfields assessment grants. The county (population 168,660) will address sites in the Esparto community (popula- tion 2,753), its largest rural unincorporated commu- nity. Agriculture is the economic base of the commu- nity. The community's downtown began declining approximately 20 years ago, losing retail and other job-producing local businesses. Currently, the Esparto community has no service stations and is home to one grocery market and limited medical facilities. For many goods and services, Esparto residents must travel 15 miles to neighboring towns. With rising fuel costs, this is especially burdensome to Esparto's low- income residents, who comprise 58 percent of the population. The decline of local businesses has left many vacant, underused, and potentially contaminated Assessment Grants $200,000 for hazardous substances $200,000 for petroleum EPA has selected Yolo County for two brownfields assessment grants. Hazardous substances grant funds will be used to create a brownfields inven- tory and conduct up to five Phase I and three Phase II environmental site assessments within Yolo County's Esparto community. Grant funds also will be used to conduct community outreach activities. Petroleum grant funds will be used to perform the same tasks at sites with potential petroleum contamination.
