EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The Mineral County Parks and Recreation Commis-
sion was selected to receive two brownfields assess-
ment grants. The county (population 5,071) is located
in the high desert environment of rural western Ne-
vada. Over the years, the region has experienced a
steady population decline attributable to a number of
factors, including the closures of mining and railroad
operations, and a reduction of personnel at the
Hawthorne U.S. Army Depot. Many towns in the
county are historic mining and railroad towns with
deteriorating residential and commercial building
Assessment Grants
$200,000 for hazardous substances
$200,000 for petroleum
EPA has selected the Mineral County Parks and
Recreation Commission for two brownfields
assessment grants. Hazardous substances grant
funds will be used to inventory and prioritize
brownfields, conduct at least 25 Phase I and six
Phase II environmental site assessments, and
perform community outreach activities. Petroleum
grant funds will be used to perform the same tasks
at sites with potential petroleum contaminants.

state and national averages, and 15.2 percent of
individuals live below the poverty level. Residual
contamination associated with historic mining and
railroad operations poses a threat to human health and
the environment. Brownfields assessments are ex-
pected to help reverse economic conditions throughout
the county.
