EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.  On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The City of Bremerton was selected to receive a
brownfields cleanup grant. Located in Kitsap County
along Puget Sound, Bremerton (population 35,295)
has targeted the nearby Navy Yard City (population
4,663) for cleanup. Since the early 1900s, the Puget
Sound Naval Shipyard has been the primary source of
jobs in the county. Over the past 20 years, changes in
the Navy's technological operations and overall
mission in the Puget Sound area have resulted in the
loss of over 20,000 jobs within the shipyard  and from
adjacent businesses.  In Navy Yard City, 44 percent of
the workforce is unemployed, and more than 40
percent of families receive public assistance. Eight of
Kitsap County's 10 priority sites for cleanup  are
located within two miles of Navy Yard City. Cleanup of

 $50,000 for hazardous substances
 EPA has selected the City of Bremerton for a
 brownfields cleanup grant. Hazardous substances
 grant funds will be used clean up the 0.2-acre
 Robinson property at 1118 Charleston Beach Road.
 From 1980 to 2003, the property operated as a taxi
 garage. The  site is contaminated with metals and
 poly cyclic aromatic hydrocarbons. Grant funds also
 will be used to conduct groundwater monitoring
 and support community involvement activities.
