\ UJ O / Brownfields Cleanup Revolving Loan Fund Pilot State of Hawaii (Coalition with Department of Business, Economic Development and Tourism, City and County of Honolulu, and County of Maul) BACKGROUND The Hawaii Department of Business, Economic Development and Tourism (DBEDT) is leading a coalition that includes the City and County of Honolulu and the County of Maui. Honolulu is located on the Island of Oahu, which is home to 12% of state residents. The state's economy has suffered from cutbacks in defense expenditures, losses in tourism market shares, and the demise of the sugar and pineapple industries. Half of the Hawaiian Islands have been set aside for conservation purposes and are largely unavailable for development. Tourism, which accounts for 28% of the state's economy, is dependent on a clean and attractive environment. Brownfields redevelopment activities are already occurring under the Hawaii Brownfields AssessmentPilot and in the federal Enterprise Community on Molokai. Priority brownfields have been identified by the Brownfields Assessment Pilotin neighborhoods on the Islands of Oahu, Molokai, and Kauai. These neighborhoods are among the mostdisadvantagedinthe state and have high percentages of native Hawaiian residents. The only Enterprise Community in the state encompasses one of the priority brownfields on Molokai. Honolulu has undertaken a multi- year program to revitalize urban areas, such as Waikiki and the city's downtown. BCRLF OBJECTIVES The BCRLF Pilot will enable the state to establish a much- needed, stable funding mechanism and the working partnerships needed to move brownfields redevelopment projects beyond site assessment. The Pilot is one of several tools that would signal to the private market that state and local governments are committed to recasting brownfields as development opportunities rather than obstacles. Priority will be give to sites in older urban communities, rural communities with abandoned agricultural facilities, and underused waterfront areas. ------- FUND STRUCTURE AND OPERATIONS The Hawaii Department of Business, Economic Development and Tourism is the cooperative agreement recipient and will serve as the lead agency. The Hawaii Department of Health will serve as the site manager. The fund manager has not been determined. LEVERAGING OTHER RESOURCES Potential sources of leveraged state funds include the Hawaii Capital Loan Program, Hawaii Innovation Development Program, Community-Based Economic Development Loan Program, and the nonprofit Hawaii Community LoanFund. County-administered Community Development Block Grants may also be leveraged. Coalitionpartners will work through existing planning and redevelopment programs to identify additional funding sources for brownfields cleanup. Use of BCRLF Pilot funds must be in accordance with CERCLA, and all CERCLA restrictions on use of funding also apply to BCRL F funds.
