                           Supplemental Assistance
                           State Of A/ew  Hampshire -  Office  of

BACKGROUND

EPA awarded the State of New Hampshire  Office of
State  Planning, New Hampshire  Coastal  Program,
supplemental assistance for its Brownfields Assessment
Demonstration Pilot and additional funding for assessments
at brownfields properties to be used  for greenspace
purposes. The watershed is in southeastern coastal New
Hampshire and encompasses many small towns that grew
up around textile and manufacturing mills on watershed
rivers. Mills in many town centers were abandoned as
manufacturing j obs moved from the area, but communities
have experienced population growth along the coast and
are struggling to preserve the region's environmental
resources. Their success depends on  reusing  and
redeveloping existing  urbanized  areas  rather than
developing greenfields along the coast.

The original  Pilot conducted site assessments  at four
properties and developed cleanup plans for three of the
sites. Supplemental assistance will be used to carry out a
Phase II environmental assessment and evaluate a cleanup
approach for the Craig Supply site in Durham, a highly
contaminated property at which a Phase I assessment
was conducted during the original Pilot. Supplemental
assistance also will be used extend the brownfields program
inventory to include industrial properties in municipalities
in the uplands ofthe coastal watershed. Some supplemental
assistance funds will be used to assess upland sites  that
have reuse potential.

OBJECTIVES AND PLANNED ACTIVITIES

The State of New Hampshire will use the supplemental
assistance grant to complete environmental assessments
and cleanup planning at Durham's Craig  Supply site.  The
site was used as a dry cleaner supply company and is
located in the middle ofthe University ofNew Hampshire's
campus. Reuse of the property is needed to improve
transportation and parking and provide space for light
commercial enterprises.

Greenspace funding will be used to assess a 32-acre
junkyard and metal industrial site that is not suitable for
industrial or commercial redevelopment because it is in a
rural residential neighborhood of Dover. Dover acquired
this site to protect a nearby public water supply. The
objective ofthe greenspace funding is to overcome the
environmental barriers that prevent reuse ofthe site as a
recreational park.

Activities planned as part of this Pilot include:

• Conducting a Phase  II environmental assessment at
  Craig Supply site in Durham;

• Preparing a cleanup plan for the Craig Supply site;

• Identifying and assessing additional brownfields in 25
  upland municipalities not previously targeted in the
  original Pilot; and

• Conducting an assessment of a 32-acre former junkyard
  in Dover in an effort to reuse the site as a recreational
  park.

The cooperative agreement forthis Pilot has not yet been negotiated; therefore,
activities described in this fact sheet are subject to change.
