EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields RevitalizationAct. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

Lenoir City was selected to receive a brownfields
assessment grant. Lenoir City (population 6,819) is
located on the north bank of the Tennessee River. The
median family income is approximately two-thirds of the
national median, and more than 13 percent of the city's
families live below the poverty level. Nearly 16 percent
of the jobs lost in the eastern Tennessee region in 2002
were in Lenoir City. The city has not had a new indus-
trial plant or plant expansion in over 15 years. The target
property is located next to a low-income neighborhood
with many migrant Hispanic residents. Assessment of
the property will help the city determine the most
effective industrial reuse for the site, which can generate
private-sector investment, create new jobs, and eliminate
blight.
                       Assessment Grant
                       $200,000 for hazardous substances

                       EPA has selected Lenoir City for a brownfields
                       assessment grant. Grant funds will be used to
                       assess a former rail car maintenance facility near
                       the Tennessee River. Planned activities include
                       surveying the site, conducting geotechnical and soil
                       sampling, performing a risk assessment, and
                       developing a concept plan for the site.
