EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.
Community Description
The City of Dickinson was selected to receive a
brownfields cleanup grant. Dickinson, a rural city of
16,010 residents, is within a USDA Rural Economic
Area Partnership Zone. Like other communities in
southwestern North Dakota, Dickinson has experi-
enced out-migration in recent years due to under-em-
ployment and aging of its population. Falling farm
prices and drought also have affected the local
economy. Redevelopment plans include restoration of
the building for use as office space and residential
condominiums. Cleanup of the building will restore a
prominent historic site that was once the town's social
center, eliminate the threat of environmental contami-
nants to city residents, and provide a resurgence of

$200,000 for hazardous substances
EPA has selected the City of Dickinson for a
brownfields cleanup grant. The grant will be used
to clean up asbestos, lead paint, and black mold
contamination in the historic Dickinson Elks
Building. The grant also will be used for commu-
nity involvement, health monitoring, and removal
of other environmental contaminants.
