EPA Brownfields  Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The Kitsap County Consolidated Housing Authority
was selected to receive a brownfields assessment
grant. The target site is  in the City of Port Orchard
(population 7,693), south of Seattle and across Puget
Sound. The per capita income in the city is $16,382, and
more than 13 percent of the population live below the
poverty level. Seasonal employment, scarce job
opportunities, and the closure of multiple timber-related
industries in the area have contributed to the area's
economic decline. With the endangered species listing
of the Puget Sound Chinook salmon, the shorelines
have been declared critical habitat, restricting develop-

  and lead contamination at a former garage in the
  City of Port Orchard.

Cleanup of the former garage at the old city fire
department will facilitate the housing authority's plans
to construct a 42-unit retirement complex, including
recreational and greenspace, on the site.
