EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.
Community Description
Kitsap County was selected to receive a brownfields
assessment grant and two cleanup grants. The popula-
tion of Kitsap County (231,969) has doubled over the
last 25 years, outpacing the county's land and growth
management programs. At the same time, the cutbacks
at the U.S. Navy facility, the county's economic base,
have resulted in the loss of over 10,000 jobs. Approxi-
mately one-third of the eligible work force in the two
targeted communities, Navy Yard City (population 2,685)
and Gorst (1,500), is unemployed. Twenty-one percent
of the population is disabled, more than 20 percent of
families live below the poverty level, and 40 percent of
families receive some form of public assistance. Assess-

EPA has selected Kitsap County for a brownfields
assessment grant. Hazardous substances grant
funds will be used to conduct site assessments,
remediation and reuse planning, and community
involvement activities at parcels along Charleston
Beach Road in Navy Yard City that are contami-
nated with hazardous substances co-mingled with
petroleum. Petroleum grant funds will be used to
perform the same tasks at parcels of the project
that are contaminated with petroleum. Petroleum
funding will also be used to inventory and prioritize
leaking underground storage tank (LUST) sites
county-wide, perform up to 10 Phase I and up to
five Phase II site assessments, prepare redevelop-
ment plans for up to two sites, and conduct
community outreach activities.
Cleanup Grants
$400,000 for hazardous substances
EPA has selected Kitsap County for two
brownfields cleanup grants. Hazardous substances
cleanup grant funds will be used to clean up two
sites: the Evergreen Auto Wrecking Yard and the
former Port Orchard Sand and Gravel Batch Plant
along state Route 3 in Gorst. Both operations
dumped industrial debris into the Gorst Creek
Estuary in order to extend their properties. Grant
funds will be used to conduct community involve-
ment activities, remedial design, and cleanup
implementation activities at the sites. The proper-
ties are part of a 130-acre estuary-wide restora-
tion program.

located adjacent to marine, estuarine, and riparian
environments, will help the county to address poten-
tially severe ecological impacts and improve the
aesthetic and economic health of existing commercial
areas. Cleanup in Navy Yard City will generate new
buildable land and create access points between the
city and shipyard, enhancing redevelopment prospects.
Cleanup at the Gorst Estuary will provide public
access and recreational opportunities in the estuary,
and stimulate additional community planning in the
area.
