EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The City of Marlborough (population 36,255) was
selected to receive a brownfields cleanup grant. The
former boot factory is located in an old low- to moder-
ate-income neighborhood of mainly multi-family
dwellings which has historically been home to new
immigrants, most recently Hispanics. A high percent-
age of the rapidly increasing senior population of
Marlborough also lives in the older neighborhoods
surrounding the factory. While the number of senior
citizens in the city has increased, the availability of
affordable housing dedicated for elderly persons has
not increased. The city plans to redevelop the site with
either independent living senior housing with partial
services or fully assisted senior housing. In addition to

  EPA has selected the City of Marlborough for a
  brownfields cleanup grant. Grant funds will be
  used to clean up hazardous substances associated
  with the production of shoes and leather products
  at 84 Chestnut Street, the 1.4 acre site of the
  former Frye Boot Factory.

creating affordable housing in a convenient downtown
neighborhood with many available services, cleanup
and redevelopment of this site is expected to provide a
major boost to the revitalization of the surrounding
