EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The City of Montebello was selected to receive a
brownfields assessment grant. Although the targeted
site is in the City of Montebello (population 64,695), its
impact extends throughout the Greater East Los
Angeles Comprehensive Economic Development
Strategy (CEDS) area, which has a population of
367,901. The CEDS area is almost 87 percent His-
panic, and the poverty level in the area is 22 percent.
The per capita income is 41 percent of the national
average. The landfill site, in the Central Industrial
District of Los Angeles, is separated by railroad tracks
from a large, low-income residential community. This
community is seriously underemployed. Redevelopment

   $200,000 for petroleum

   EPA has selected the City of Montebello for a
   brownfields assessment grant. Grant funds will be
   used to perform site assessments to determine the
   extent of methyl tertiary butyl ether (MTBE)
   contamination on 55 acres of industrial land that
   rest on a former landfill site. Funds also will be
   used to determine a remediation plan and conduct
   community outreach activities, private-public
   sector coordination, and public health monitoring.
