EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.
Community Description
The City of Moorhead was selected to receive a
brownfields assessment grant. Moorhead (population
32,177) is located on the east bank of the Red River in
Clay County, Minnesota. While the Fargo-Moorhead
Standard Metropolitan Statistical Area has grown
considerably, much of the growth has been on the
Fargo side, while Moorhead has struggled. Approxi-
mately 16 percent of Moorhead residents live below
the poverty level, and the average per capita income is
58 percent of the national average. The target area,
known as the Central City Corridor (population 1,134),
is a 250-acre area located in the oldest part of the city.
The area contains 416 parcels and over 1,000 struc-
tures that include industrial, commercial, residential,

EPA has selected the City of Moorhead to receive
a brownfields assessment grant. Hazardous
substance grant funds will be used to inventory
and characterize sites, perform Phase I and II site
assessments, and prepare cleanup plans at sites in
the Central City Corridor. Petroleum funds will be
used to perform the same tasks at petroleum-
contaminated sites in the corridor.

yet been negotiated; therefore, the activities
described in this fact sheet are subject to change.
and railroad land use. Preliminary assessments indicate
that as many as 150 parcels will require further
evaluation. Assessment and cleanup of the initial
corridor properties is critical to maintain the
community's support for redevelopment in the old part
of the city. The project is expected to provide momen-
tum for residents, business, industry, and developers to
invest in properties along the corridor.
