EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund  grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The City of Milwaukee was selected to receive a
brownfields assessment grant, three cleanup grants,
and a revolving loan fund grant. Milwaukee (population
596,974), a federal Renewal Community, has docu-
mented at least 485 acres of brownfields in the city.
Although assessment activities and loan funds will be
applied city-wide, the primary focus will be on neigh-
borhoods with high concentrations of tax-delinquent
brownfields properties. Up to 97 percent of residents
of these areas are minorities, and unemployment rates
range from 13 to 19 percent. Between  34 and 39
percent of residents of target neighborhoods live in

                       EPA has selected the City of Milwaukee for a
                       brownfields assessment grant. Hazardous sub-
                       stances grant funds will be used to perform Phase
                       I and Phase II site assessments and pursue
                       inspection warrants for sites throughout the city,
                       particularly those that are tax-delinquent. Petro-
                       leum funds will be used to perform the same tasks
                       at sites contaminated with petroleum.
                        Cleanup Grants
                       $580,000 for hazardous substances

                       EPA has selected the City of Milwaukee for three
                       brownfields cleanup grants. Grant funds will be
                       used to clean up the hazardous substances contami-
                       nation at the Try Chem site, a former steel treat-
                       ment facility at 1333 West Pierce Street, and
                       solvents and other contaminants at two former
                       drycleaning operations at 3009 North Humboldt
                       Boulevard and at 2121 South Kinnickinnic Avenue.
                        Revolving Loan Fund
                        Grant
                       $1,000,000 for hazardous substances

                       EPA has selected the City of Milwaukee for a
                       brownfields revolving loan fund grant. The grant
                       will be used to capitalize a revolving loan fund,
                       from which the city will provide loans and
                       subgrants for cleanup projects along the
                       Menomonee Valley and the 30th Street Industrial
                       Corridor. The program will target industrial
                       brownfields sites.

poverty. The three cleanup sites all are in high-density
neighborhoods where between 56 and 80 percent of
residents are minorities and more than 39 percent of
residents live in poverty. Cleanup and redevelopment
of the primarily tax-delinquent sites will create employ-
ment opportunities in neighborhoods most in need.
Businesses locating at these sites will increase city and
state tax revenues, and remove health threats and
blight that impact surrounding properties. Job creation
in these communities also will reduce air emissions by
giving community residents the option to walk to work.
