EPA Brownfields  Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

Leelanau County was selected to receive a brownfields
assessment grant. Located in northwest Michigan,
Leelanau County (population 21,119) is a peninsula
made up of 11 townships and three villages. A prelimi-
nary database search indicates  the presence of several
historic dump sites, 34 petroleum sites, and 17 open
and 34 closed leaking underground storage tank sites.
The county's brownfields sites are eyesores to the
community and represent unsafe conditions. Over half
of the full-time population in Leelanau County is
employed in low-wage jobs. Almost half of the
county's working residents work outside of Leelanau.
At the same time, Leelanau's population is growing,
intensifying the need for land use planning, jobs, and
affordable housing. Assessment of brownfields will

 EPA has selected Leelanau County for a
 brownfields assessment grant. Petroleum grant
 funds will be used to inventory and prioritize
 about 50 sites and perform 20 Phase I, ten Phase
 II, and four baseline environmental site assess-
 ments. Funds also will be used to support com-
 munity outreach activities and conduct public
 health monitoring.
