    FEDERAL DN-BCENE COORDINATOR
• The Federal On-Scene Coordinator
 (FOSC) is a federal official
 predesignated by EPA for inland areas
 and by the Coast Guard for coastal
 areas.
• The OSC coordinates all resources,
 containment, removal and disposal
 efforts during an incident effecting
 public health for the environment.
 These include federal, state, local
 and responsible party efforts.
   FDSC  ASSETS
• The OSC can also be a source of
 valuable technical expertise and
 support and information to the local
 response community. The OSC has
 access to the special forces discussed
 herein to support response efforts.
• Enforcement authorities, which
 ensure that the responsible party
 (RP) complies with cleanup
 standards for spills or releases
• Immediate access to Superfund and
 Oil Spill Liability Trust Funds
• Immediate contracting authority up to
 $200K
• Technical expertise from Regional and
 National Response Teams
