Section 1.   Introduction

1.1    Purpose and Scope
The Software Release Notes (SRNs) document is provided for the Verify Maintenance
Release, R4.b., which occurred on December 19, 2008 for the Front-end and Back-end.
The SRNs address the system software and hardware requirements, any known
limitations, release content regarding the specific change requests (CRs), and how the
changes provide a benefit for Manufacturers and EPA.

1.2    Documentation Organization
This document is organized into the following sections:
Section 1, Introduction - Provides the purpose and organization of this document
Section 2, System Overview - Provides general system functionality, any software, and
hardware requirements, known limitations, and external dependencies.
Section 3, Release Content - Provides change requests (CRs) with a description of the
new features and the benefits from the enhancements for Manufacturers or EPA.
Abbreviations  and Acronyms - Defines abbreviations and acronyms used throughout
this document.

1.3    References and Related Documentation
The stated requirements and associated documentation for each Change Request (CR)
are located in Verify Data Repository (ClearQuest).  In addition, the System
Requirements Specifications (SRS), System Design Document (SDD), Database
Design Documents (DBDD) are located in Verify Subversion Document Repository.
The documents were provided to EPA for Verify Release, R4.b.

1.4    Document Maintenance
This document is stored in the Verify Subversion Document Repository.  A new SRNs
document is submitted with subsequent releases.

Section 2.  System Overview

Background:
   •  The Office of Transportation and Air Quality (OTAQ) protects the public's health
      and the environment by controlling air pollution from motor vehicles, engines, and
      the fuels used to operate them, and by encouraging travel  choices that minimize
      emissions.  These "mobile sources" include cars, light trucks, large trucks, buses,
      motorcycles, non-road  recreational   vehicles  (such   as  dirt   bikes   and
      snowmobiles),  large off-road vehicles  (construction and specialized equipment),
      farm vehicles,  lawn and  garden equipment,  marine engines, aircraft,  and
      locomotives.
   •  OTAQ  requires all manufacturers  to register the vehicles/engines they are using
      for test purposes, to perform emissions testing,  to submit the results of  that
      testing  along with additional  supporting documentation,  and  to request  and
      receive permission prior to entering the engine into  commerce.
The Verify system is composed of two distinct applications. The first is the
Manufacturer  Interface (called the Front-end). This application is used by the
manufacturers to submit data to the Verify system.  It provides web screens to assist the
manufacturers in the submission of the data and can accept machine generated
submissions.  The second application is the EPA Interface (called  the Back-end). EPA
users primarily interact with this application.  It provides web screens in order for EPA
compliance activities to be accomplished.

2.1    Software Requirements
The detailed software requirements are defined  within each associated change request
(CR) located in Verify Data Repository (ClearQuest).

2.2    Hardware Requirements
There were no specific hardware requirements.  Verify Emergency Maintenance
Release 4.b.4 will use existing CDX hardware.

2.3    Known Limitations

The Front-end CDX system will not work  with Firefox Release 3. The Back-end Verify
Portal will not  function with Internet Explorer version 6. The timer  in the lower left corner
of the screen will not function properly in  Internet Explorer 7.

2.4    External Dependencies

This release is dependent on EPA Portal  and CDX technologies.

3.1    New features and the fixes for manufacturers:
Industry Verify Light-Duty:
Title: LD: 4B: New Industry: Portable Fuel Container (CR #57444)
Description: Add a new industry 'Portable Fuel Container' to the manufacturer
information (and manufacturer registration) modules. Also include new industries for
"ICI: Light-Duty"", Alternative Fuel Converter (Light-Duty/Heavy-Duty Chassis Certified),
and "Nonroad / Stationary Spark-Ignited Evaporative Component.
   •  Benefit: Added new industries "Portable Fuel Container"", ICI:  Light-Duty",
      Alternative Fuel Converter (Light-Duty/Heavy-Duty Chassis Certified)" and
      "Nonroad / Stationary Spark-Ignited Evaporative Component" to manufacturer
      information.

Title: LD: 4B: Tl: BRs: Duplicate Test Result Names should not be allowed for same
test (CR #77128)
Description: A business rule is needed to prohibit entry of duplicate test result names
for the same test.
   •  Benefit: This is a new business rule that will reject a Test Information dataset if
      it has two Test Results with the same name.

Title: LD: 4B: Add New Document Type (CR #77460)
Description: Add the Document Type of "Alternative Fuel Conversion Data Submission
Form (>3 years and >50,000 miles)" to the Front-end and Back-end document module.
Also, add new Compliance Document Type of "Model Year 2008&2009 CAFE Data
File".
   •  Benefit: Added new Compliance Document Types "Alternative  Fuel Conversion
      Data Submission Form (>3 years and >50,000 miles)" and "Model Year
      2008&2009 CAFE Data File".

Title: LD: 4B: Document Module Changes to support HDIU (CR #77480)
Description: Increase the allowed size of Original Document Name to 100 characters.
Include the Original Document Name in the subject and body of Inbox messages.
   •  Benefit: Increased the allowed size of the "Document Path and File Name" and
      "Path and File Name of Same Document in Alternate Format" in the Document
      Upload screen from 50 characters to 100 characters.

Title: LD: 4B: Only send  one inbox message per submission(CR #77483)
Description: Right now,  HDIU users get an Inbox message when they submit a file and
another when the backend  receives  it. They should only get the second.
   •  Benefit: HDIU users will now only get one Inbox message when they submit a
      file. Previously they would get one message from CDX when they submitted the
      file and another from Verify after it was received by the backend. They should
      now only get the second message.

Title: LD: 4B: HDIU Schema Changes for November '08 (CR #77486)
Description: Mostly making fields optional or changing the format, however, renaming
a few.  Synchronizing the data requirements document.
   •  Benefit: This involved changes to the HDIU schema, mostly making fields
      optional or changing the format.

Title: LD: 4B: FE: VI Review page (CR #77497)
Description: The comments should be formatted so the carriage returns are displayed
properly.
   •  Benefit: Fixed the formatting of comments on the Vehicle Information review
      page so that the carriage returns are displayed properly.

Title: LD: 4B: FE: Test Info Help Button (CR #77499)
Description: I can click on the white space near the top of the page and get the help
page to come up.
   •  Benefit: This fixed a bug on the Test Information screen that would cause the
      Help page to come up if the white space near the top of the page was clicked.

Title: LD: 4B: Business Rules: Fuel Props Corrections  to Fuel Props with Tests should
be rejected (CR #77511)
Description: If a correction is submitted to a Fuel Properties dataset and that dataset
is already referenced by an active Test Info dataset then it should be rejected.
   •  Benefit: This is a new business rule that will reject a correction to a Fuel
      Properties dataset if it is already referenced by a Test Information dataset.

Title: LD: 4B: FE: Add additional field to FE Label Subconfiguration (CR #77683)
Description: On the "Base Level Information" tab, in the "Subconfiguration Info" box,
a new table needs to be added above the "Test Info" table that is called
"Subconfiguration Sales Information". This table will include two of the data elements
that are already in the Subconfiguration box (Subconfiguration Projected Sales and Test
Group) plus three new data elements (Mfr Code, Division Code, Carline Code). This
will involve changing the xml schema and database tables. There are also some
changes requested for some of the field labels on the submission screen.
   •  Benefit: The FE Label schema, screens, and database tables were modified to
      allow manufacturers to specify Subconfiguration Projected Sales information by
      different Mfr Code, Division Code, Carline Code, and Test Group combinations.

Title: LD: 4B: FE: SS: The "Review and Submit" button on Shift Schedule Save2 page
links to wrong screen (CR #77706)
Description: The 'Review and Submit' button on the Shift Schedule Save2 page links to
Decision Info instead of Shift Schedule
   •  Benefit: This fixed a bug in the Shift Schedule "Save" page. Previously the
      "Review and Submit" button on the second Save page would  link back to a blank
      Decision Info page instead of the Shift Schedule page.

Title: LD: 4B: Changes to CSI  report (CR #77733)

Description: Make the following changes to the CSI Report:

1) In the standards sections, attempt to line up the values under the headings better.
Currently, it appears as though the headings are left justified and the values are
centered.
2) In both the Models section and the standards section, the Cert Region Code should
be displayed as either "CA" or "Fed".  Currently, this is using the database code (CA or
FA), so a system will have to be devised for transforming the code into an "abbreviated
description" (as opposed to the regular description).
3) Standards information should never be displayed on a page without the associated
Test displayed as a (2nd) header at the top of the page (underneath the report header).
If this causes a group of standards to have to be broken into displaying on multiple
pages that is fine as long as the test is displayed on each of those pages.
   •  Benefit: Changes were made to the CSI report to improve  readability.  This
      included lining up values under headings better, displaying the Certification
      Region Code as 'Fed' or 'CA, and changing  the pagination so that standards
      information is always displayed on the same page with its associated Test
      information.

Title: LD: 4B: FE: Shift schedule breadcrumbs incorrect on Success page (CR #77787)
Description: The breadcrumbs on the Shift Schedule success page are for decision
info instead of Shift Schedule.
   •  Benefit: This fixes a bug in the Shift Schedule  screen. Previously, the
      breadcrumbs on the Shift Schedule success page were for Decision Info instead
      of Shift Schedule.

Title: LD: 4B: FE: Supplemental Info - Need better error message for Emission
Standard Value (CR #77797)
Description: The Error message should state what the format for Emission Standard
Value is.
   •  Benefit: The validation error message for Emission Standard values on the Test
      Group and Supplemental Info pages has been  improved.  Previously, it was only
      stating, "The Emission Standard Value is in invalid format". The message now
      displays what the valid format should be.

Title: LD: 4B: FE: Shift Schedule - "Return to Confirmatory Test Home Page" button on
success page does not work (CR #77798)
Description: The issue is that the "Return to Confirmatory Test Home Page" button on
the success screen after  submission does not work. Get the following error message:
Invalid path /lightduty/conftest/home was requested
   •  Benefit: This fixes a bug in the Shift Schedule  screen. Previously, the "Return to
      Confirmatory Test Home Page" button on the success screen did not work.

Title: LD: 4B: FE: CTDI - Change label name to Vehicle Model Name (Carline)

      Decision  Information screen.

Title: LD: 4B: FE: Test Group: Problem with Engine Configuration Number (CR #77801)
Description: On the Test Group Dataset Submission, Engine Configuration tab, there is
no box to enter engine configuration number, and when I click on Review and Submit,
an error is received: Engine Configuration Number is a required field.

Steps to replicate this error:
Enter Test Group New Dataset
Click on Engine configuration, you see 1 as default value
Click on Save Form. Click on Save. Click Cancel
Now click Review and Submit. The default value for Engine configuration vanishes
   •  Benefit: This fixes a bug on the Test Group screen. Previously there was a
      problem with the test box for the Engine Configuration Number not being visible
      under certain conditions.

Title: LD: 4B: BR: Cert Request - Business rules require answers to questions that do
not apply to electric vehicles (CR #77859)
Description: Some of the questions on the Certificate Request Screen do not apply to
electric vehicles, but they still must be answered 'Yes' or the request will be rejected by
the business rules as they cannot be left blank or answered 'No'.
   •  Benefit The 'Yes'  radio button for two of the questions on the Certificate Request
      Screen involving OBD and ORVR were modified to display 'Yes or N/A' to avoid
      any confusion involving requesting  a certificate for an electric vehicle.

Title: LD: 4B: CSI Report is not showing EGR type (CR #78357)
Description: The CSI Report is not showing the EGR type data submitted by the
manufacturer.
   •  Benefit: This fixed a bug in the CSI report in which the EGR type submitted by
      the manufacturer was not being displayed.

Title: LD: 4B: BR TG-BR76 not checking if Air Aspiration Device Configuration is null or
blank (CR #78360)
Description: Business Rule TG-BR76 is rejecting submissions if the Air Aspiration
Device Configuration (TG-49) is null or blank and the Number of Air Aspiration Devices
(TG-48) is zero.  This business rule should only be checking the Number of Air
Aspiration Devices if the  Air Aspiration Device Configuration is not null AND not blank
AND not'N'.
Implemented fix to TestGroupRules.drl and modified appropriate unit test. Changes
passed unit testing.
   •  Benefit: This fixed a bug in the Test Group business rules. Previously
      submissions were being rejected if  the Air Aspiration Device Configuration (TG-
