     OECA Multi-media State and Tribal Assistance Grant Program

Background
       EPA's Office of Enforcement and Compliance Assurance (OECA) receives extramural
monies appropriated annually for state and tribal assistance.  The funds are used to build and
enhance the capacity of states and tribes to carry out compliance assurance activities within their
respective jurisdictions. These projects cover a wide range of activities that will enable states
and tribes to demonstrate compliance assurance  and enforcement outcomes from their activities
while serving as models for other states/tribes. These projects are not for implementation of the
compliance and enforcement program.

Eligible Grant Recipients
       State agencies, U.S. territories, federally  recognized Indian Tribes, the District of
Columbia, Intertribal Consortia,  state universities and multi-jurisdictional State organizations
with enforcement and compliance assurance responsibilities  or responsibilities that support
enforcement and compliance assurance including by not limited to data management or research
are eligible to apply for and receive funds. In addition, state universities with expertise in
compliance assurance and enforcement issues are also eligible grant applicants.

Award Process
       The Office of Compliance (OC) within OECA announces the availability of funds and
solicits proposals and partial applications from applicants through www.grants.gov and the
STAG grant web page, www.epa.com/compliance/state/grants/stag.index .  The solicitation
notice describes in detail the funding areas, the format for the proposals,  the procedures for
submitting a proposal, and the evaluation criteria that  will be used. Only proposals and partial
applications by eligible grant recipients that address the specific funding areas, using the
specified format and procedures  will be accepted.  Initial decisions are made based on regional
and headquarters review of these proposals using the evaluation criteria.  Selected applicants are
invited to submit final proposals and grant applications.

Past Grant Projects
       Since FY1999 EPA has selected 124 proposals for funding making over $19,000,000
available to 53 different states, tribes, universities, or  organizations.  These projects have
addressed data quality, public access, Tribal and state inspector training,  program planning and
performance measurement, data  management, outcomes measurement, and environmental
enforcement training.  The STAG grant web site provides abstracts,  proposals and results
summaries (for grants that have been completed).  OECA also published the Grant Innovations at
Work:  STAG Accomplishments  Report that is available at the STAG grant web site.

FY 09  Grant Process
       The OC published a grant solicitation notice in May,  2009 announcing the availability of
$1.8 M for proposals covering 5  focus areas.  This year, EPA is soliciting pre-proposals for the
following focus areas: (1) Permit Compliance System (PCS) Modernization and ICIS-NPDES,
(2) Funding Indian Country Compliance Assurance Circuit Riders, (3) Improving Flow of State
Data to the  Air Facility System (AFS), (4) State  Environmental Compliance and Enforcement
Training and (5) Demonstration  of Better Use of Technology in Compliance Monitoring
Activities.  Currently, applicants may submit proposals and partial applications.

       Delegation 1-47: To approve assistance agreements for activities including, but not
limited to, economic, social science, statistical, and other research, development, studies,
surveys, demonstration, investigations, public education programs, training, and fellowships to
the extent authorized under the following Acts: CWA, Section 104; FIFRA, Section 20; CAA,
Section 103, SWDA, Section 8001; SOW A, Section 1442; TSCA, Section 10; MPRSA, Section
203; NEPA, Section 102(2)(F) for international awards; and Indian Environmental GAP Act.
