Title/Description
Study for Expanding Texas' Inspection and Enforcement Data Flow to ICIS-NPDES: conduct a
requirements analysis and feasibility study to determine what specific changes need to be incorporated into
existing business practices and the state CCEDS database to meet EPA I &E reporting requirements through a
batch upload process. Enhancements to be evaluated will include, but not limited to: providing inspections and
enforcement data for all NPDES facilities (majors, grant minors, non-grant minors, CAFOs and storm water
general permittees); expanding inspection data to include inspection findings; expanding formal enforcement
data to include non-SNC cases as well as SNC cases; expanding formal enforcement data to include all
technical requirements in an order, not just a single primary technical requirement; and expanding formal
enforcement data to include information about penalties and supplemental environmental projects.

NESCAUM
Next Generation Universal Interface: Given the current UI situation, NESCAM will reassess the structure,
operating mode, and platform used by the UI and investigate the potential to include new features needed by
states, educate staff responsible for air compliance and enforcement data on the potential of new technologies
and how they could be used by states to streamline and improve data reporting. Create a UI users consortium
to share and educate the current and interested UI community. Create a vehicle for any interested agency to
participate in the analysis and redesign of the UI. Demonstrate the feasibility of sharing information between
States using UI.
Tribal
NAU/ITEP
Tribal Environmental Compliance and Inspection Training: Assist federally recognized tribes in
developing environmental enforcement and compliance program capacity. ITEP will develop and deliver 2
Tribal Basic Inspector Training courses and three media-specific courses. These media specific courses will
focus on FIFRA, NPDES, and developing and implementing tribal codes and regulations. ITEP also begin to
develop compliance inspector training specifically for SDWA, UST as well as a tribal health and safety course
which have been requested numerous times from tribal participants in ITEP training classes. In addition, ITEP

staff and experienced tribal environmental professionals who have worked as instructors at ITEP courses will
be available to offer continuing technical assistance to tribal staff engaged in environmental compliance and
enforcement activities.
Wet Weather
Missouri
Model Construction/Post Construction-Site Program Development Training Module: Increase capacity
for MoDNR and regulated MS4s to ensure local compliance with both construction and post-construction
storm water requirements. Model municipal programs will be developed that include technologies and best
management practices. These guidance materials will be used in training modules for regulated MS4s to be
delivered in multiple locations across the state. Training will be directed toward local officials, municipal
planning staffs, public works personnel, engineers, contractors, municipal inspectors, MoDNR inspectors and
permit reviewers.
Wisconsin
Wisconsin CMOM/CMAR Program: Develop a Capacity, Management, Operation, and Maintenance
(CMOM) program for the nearly 1000 collection systems in the state, 85% of which are small serving
populations under 10,000 and medium, serving populations between 10,000 - 100,000. Further development
of CMOM will be through the Compliance Maintenance Program (eCMAR); a CMOM training manual and
statewide training programs using the CMAR improvements and training manual. By including more specific
information about CMOM program items in the CMAR that will need to be answered, in conjunction with a
training manual and training session, communities will be better able to develop and implement a CMOM
program.
Missouri
Missouri Municipal SSO Compliance Assistance Training Program: Set forth a coordinated and
systematic approach for the department to work with communities toward the goal of the elimination of SSOs
while recognizing economic and physical limitations that exist in nearly every community in Missouri. Will
develop a technical assistance training model and conduct training sessions with local, regional, and state
department personnel to address: SSO identification and inventory; tracking/recordkeeping/reporting of SSOs;
categorization and prioritization including operation and maintenance and /inflow & infiltration evaluation;
alternatives for repair/replacement /upgrade; and funding for repairs, replacement and transportation of flow.
Rhode Island
MS-4 Compliance Management: Define and demonstrate a business process that will provide compliance
assistance to MS-4s and to monitor MS-4 compliance. The process and tools will include methods to assist the
permittee in the tracking and reporting of pollution reduction activities. The use of these methods and tools
will provide a consistent data set that can be evaluated for compliance. An enforcement response plan will be
developed. The business process will include an interface to provide other state information systems with

service to help the state analyze environmental results. The components of the project will 1) evaluate the MS-
4 activities and expand upon the defined measurable compliance goals, 2) demonstrate a compliance business
model which captures activities to the well informed permittee and tracks the success of attainment with the
measureable goals, 3) demonstrate a method of evaluating environmental results through the coordination of
data sharing with the RISWIMS, Assessment and TMDL databases and provide workshops and training.

entry mechanisms and ICIS-NPDES integration. They will document electronic reporting and apply for CROMEER
approval, will expand electronic reporting from permittees, data cleanup efforts for PCS data for major facilities, set
temporary data exchanges strategies and mechanisms. Tennessee will also implement a pilot to have inspection information
automated to Division database such that batch transfer for inspection information can flow to ICIS-NPDES. proposal

PCS Modernization Analysis & Support. They will analyze and document the existing process for batch entry of

Implementation of a Data Quality Strategy to Ensure Continued Data Entry and Data Flow to ICIS-NPDES. The proposal
addresses activities to ensure and improve the continued flow of the current and new NPDES required data to the
Modernized ICIS-NPDES system. It also covers work to re-engineer data collection processes in preparation for the
required data entry for NPDES wet weather facilities, and to develop and implement a robust transition plan in preparation
for the ICIS-NPDES XML schema mapping, proposal

ICIS STAG Grant. The project goals are to improve consistency, completeness and quality of NPDES information stored in
IDEM data systems by modifying existing IDEM databases required for submittal to ICIS. Activities include: improvement
of populating ICIS database by developing direct data flows from IDEM NPDES data systems to ICIS by training staff
regarding capture of NPDES within IDEM data systems, and creation of ICIS data reports of uploaded data for quality
control checking by developing XML data flows from IDEM data systems which store NPDES information to ICIS.
Illinois
Data Clean-up, Migration and Conversion to Support Transition from Use of the PCS System to the New ICIS-NPDES
System. This work will assure the accuracy and enhance the availability of Illinois' data that is migrated from PCS and
supplied to ICIS-NPDES.

Permit Compliance System Modernization:
Nevada
Nevada ICIS-NPDES Data Quality Project. This project will enhance the State system to ensure compatibility with ICIS-
NPDES; ensure data consistency and quality between ICIS-NPDES, the State Water Permits Information System and file
records; and to develop technical plans and requirements to enable batch upload to ICIS-NPDES from the State system as
an interim measure until node to node exchange is available using the Exchange Network.

Tribal Environmental Compliance and Inspection Training and Assistance Program. The project will provide six
Tribal Environmental Compliance and Inspection training classes in multiple states including Nevada, Colorado,
South Dakota, and Wisconsin. Anticipated reach is to 120 tribal environmental professionals. Under this grant, NAU
will also provide direct access to technical assistance and environmental enforcement and compliance resources to
interested tribes. All materials developed from this project will be made available nationally through NAU's Tribal

Ohio EPA, Division of Surface Water, Title: Migration and Conversion of
OEPA Surface Water Information Management to ICIS: Ohio is proposing to
use funding to cover data migration and conversion of existing PCS data elements

Tribal Solid Waste Advisory Network (TSWAN), Title: Funding for the
development of Integrated Waste Management Plans and Implementation of
Defined Plan Programs for Use in Indian country: Over half of the member
tribes of TSWAN lack the basic planning documents that are the cornerstone for
developing waste management and regulatory programs, and in obtaining
funding for developing such programs. To help address this issue, the TSWAN
Circuit Rider will provide comprehensive technical assistance to those tribes
needing a waste management plan. The TSWAN Circuit Rider will provide on
site, on-the-ground support to the tribes and help them protect environmental
resources and tribal member health. Finally, the TSWAN Circuit Rider will also
work with the tribe to improve their justification when requesting funding for
waste-related projects and programs.

The Swinomish Indian Tribal Community, Title: Tribal Compliance
Assurance Project: The Swinomish tribe is planning to use the STAG resources
to provide training for tribal staff to build capacity for environmental compliance
assurance and enforcement, including inspector training, basic environmental
code enforcement training and basic hazardous materials response training. The
tribe also plans to initiate environmental compliance audits at tribal facilities;
provide environmental education and outreach to tribal staff and the tribal
community, the non-Indian Reservation community and other area tribes related
to indoor air quality and other compliance assurance programs; develop,
implement and manage a compliance and enforcement database and tracking
system; and implement a compliance assurance and enforcement program on the
Reservation that is eligible for federal program approval.
