REGION III WATER PROGRAMS
A Record-Setting Year in water enforcement yielded nationally
significant settlements to control ALCOSAN CSOs, Merck Co.
drinking water spills, Massey Energy coal mine discharges, and
storm water pollution from 4 national Homebuilder industries.
Massey yielded the largest Clean Water Act penalty for effluent
violations in history. ($20 million)
The Clean Water Act State Revolving Fund program completed
its 2oth year of low interest loans for infrastructure support.
$2.84 billion in federal support along with state matching funds
built 4,676 projects totaling $5.47 billion and financed point and
non point source programs, implementing TMDL and watershed
plans, returning systems to compliance and achieving
environmental results.
Implementation of the WaterSense Program placed Region 3
at the forefront nationally signing up 170 promotional partners
in the water efficiency program out of 275 nationally, conserving
precious water resources, energy and infrastructure
replacement costs.
Outstanding partnerships in the Delaware River basin yieldet.
Christina Basin Clean Water Partnership TWIG grant work,
a comprehensive Benthic and water quality Survey for
the Estuary, and State of the Basin and Estuary Reports which
communicate leading indicators of the health of water resources.
The EPA/Perdue Clean Water Environmental Initiative expanded
to the 13 states in Regions 3/4, providing compliance assurance,
enhanced assessment and environmental management of
over 1650 poultry growing operations and a national
innovation model.
The NPDES CAFO Targeting effort used a ground-breaking
system to identify poultry farms which are a significant source
of nutrients/pathogens to waters and estuaries. The targeting
system led to the identity of nearly all poultry farms in MD and
DE in its first year leading to more successful inspections, state
negotiations for program enhancements, and greater public
awareness of this threat to sensitive waterbodies.
