Proposed Rule: Mandatory Reporting of Greenhouse Gases

Under the proposed Mandatory Reporting of Greenhouse Gases (GHGs) rule, all vehicle and
engine manufacturers,1 except small businesses or small-volume manufacturers, would report
emission rates of carbon dioxide (CO 2), nitrous oxide (N£)), and methane (CH4) from the products
they supply. EPA is also seeking comment on the need to collect additional emission and activity
data from fleet operators and state and local governments.
This information sheet summarizes the proposed requirements for vehicle and engine
manufacturers. EPA proposes to incorporate these GHG reporting requirements into the long-
standing conventional ("criteria ") pollutant and fuel economy testing and reporting requirements
under Title II of the Clean Air Act, and to use existing measurement methods and data collection
systems wherever possible.

The reporting requirements would not apply to manufacturers treated as a "small business" or "small-volume
manufacturers" under EPA's existing vehicle and engine emission regulations. Unique definitions of "small"
apply to manufacturers of different mobile source categories. See the respective sections of CFR for details.
How Would GHG Emissions Be Calculated?
To measure emission rates under the proposal, manufacturers would use prescribed testing and measurement
procedures, the vast majority of which are already used for existing criteria pollutant reporting requirements.
These procedures vary by mobile source category and pollutant. For more information on these procedures,
please see the proposed preamble and the proposed amendments to the respective sections of CFR.
What Information Would Be Reported?
Under the proposal, manufacturers would report GHG emission rates of new vehicles and engines at the
same time and through the same process as they currently follow for criteria pollutant emission certification
and, where appropriate, fuel economy reporting. GHG reporting requirements would apply beginning with
the 2011 model year.
