FEDERAL AIR QUALITY CONTROL REGIONS
INTRODUCTION
The United States recognizes the threat of air pollution to both health and
welfare, and since 1963, the country has had a Federal program for controlling it,
the Clean Air Act of 1963 (42 USC 187E et seq.). In 1967 Congress passed an
Amendment tc the Act that provided for a system that would handle the abatement,
prevention, and control of air pollution on a regional basis. This system now
involves the coordinated efforts of Federal, atate, and local governments. The
role of the Federal Government is to provide leadership and to encourage and
assist with the development and operation of the regional air pollution control
programs. These regional programs were initiated in any geographical area, with-
out regard for state boundary Vines, that endured common air pollution problems.
The abatement, prevention, and control of air pollution at the sources is primarily
the responsibility of the state and local governments in the respective regions.
The 1967 Amendment directed the Federal Government to designate Air
Quality Control Regions throughout the Nation; Section 107 (a)(E) directed the Secre-
tary of the Department of Health, Education, and Welfare (DHEW) to ". . . designate
Air Quality Control Regions based on jurisdictional boundaries, urban-industrial
concentrations, and other factors, including atmospheric areas, necessary to pro-
vide adequate implementation of air quality standards." The designation process
involved the appropriate officials and the local citizens of the proposed regions in
boundary-setting activities coordinated by members of the Federal air pollution
control program. An initial notice in the Federal Register established the time and
place for a consultation among the appropriate officials in the jurisdictions repre-
sented in a proposed region. After the consulation, citizens' comments were weighed
and the boundaries decided upon. Once approved by the Secretary these boundaries
appeared in the Federal Register and the region was officially designated. In June

1968 the Secretary named 32 urban areas, where pollution levels were high, for
designation as Federal Air Quality Control Regions (AQCR's). He announced an
additional 25 areas in March 1969. Together the two sets included portions of all
50 states, the District of Columbia, Puerto Rico, and the Virgin Islands. Region
names were chosen to correspond to local designations, geographic areas, major
cities in the region, or state requests. Designation of the initial 32 regions was
completed on Apnl 24, 1970, and ol the second 25, on November 10, 1970. In his
Environmental Message to Congress on February 10, 1970, President Nixon
ordered that the process of designating interstate regions be accelerated; thus on
April 5, 1970, 34 additional interstate areas were announced for designation by the
end of 1970. That addition extended Federal Air Quality Control Region coverage
to all of the high-pollution centers, but not to all of the territorial area in the
Nation.
During the summer of 1970 many states requested that all of their respective
territories be included in Federal AQCR's. Most recommended that the boundaries
be drawn to include relatively large segments of their state, and many recommended
that the regions coincide with administrative regions already defined by the states
themselves. At present, for certain administrative purposes, each of the state
AQCR's does function within one of the ten regional offices of the Environmental
Protection Agency (EPA).
EPA was created on December 2, 1970, to administer programs for air,
water, solid waste, radiation, and pesticide pollution control, absorbing these
functions from other departments and agencies.
On December 31, 1970, President Nixon signed into law the Clean Air Amend-
ments of 1970. These Amendments allowed the Administrator of the Environmental
Protection Agency 90 days to complete designation of any interstate area or "major"
intrastate area that he deemed necessary or appropriate for the attainment and
maintenance of ambitnt air quality standards. Additional regions were thus desig-
nated throughout the Nation to bring the total number of Air Quality Control Regions
to 235. After the 90-day statutory requirement, remaining areas in 10 states and
2 territories automatically became regions by operation of the 1970 law. To date,
247 Air Quality Control Regions have been established.

In addition to designating regions, the EPA Administrator is also required by
the Act to publish air quality criteria for pollutants that are acknowledged as harm-
ful to health or welfare, and he is required to publish reports on the techniques that
can be employed to control these pollutants. The 1970 Amendments authorize the
Administrator to promulgate national primary and secondary ambient air quality
standards. Primary standards are set to protect the health, and secondary stand-
ards to protect public welfare from any known or anticipated adverse effects of a
pollutant. Pollutants for which air quality criteria have already been issued must,
by law, be defined by national primary and secondary ambient air quality standards
by April 30, 1971, These pollutants include sulfur oxides, particulate matter,
hydrocarbons, carbon monoxide, photochemical oxidants, and nitrogen oxides.
Once the standards have been set, the 1970 Amendments require the states to
hold legal hearings to adopt plans for implementing them. In some cases the hear-
ings require cooperation among as many as four states.
The implementation plans adopted must be submitted to the Administrator
•within 9 months after the promulgation of the standards, and must provide for the
attainment of primary air quality standards within 3 years after the Administrator
approves of them. They must also provide for the attainment of secondary stand-
ards within a reasonable length of time.
Federal Air Quality Control Regions are officially designated in Title 40,
Part 81, of the Code of Federal Regulations. This document, Federal Air Quality
Control Regions, is an expansion of the information presented in the Code of
Federal Regulations. Maps and outlines in this report describe all of the Air
Quality Control Regions presently designated in the 50 states, the District of
Columbia, Guam, American Samoa, Puerto Rico, and the U. S. Virgin Islands.
A tabular summary of types (interstate, intrastate, or remaining area) and number
of Air Quality Control Regions in each state or territory appears first, follow-d by
a map of all the states and territories with regional boundaries delineated. Shad.
ing on the map distinguishes the types of regions.
Next is a directory of the EPA Regional Offices. This precedes the maps of
each of the ten EPA regions, which indicate the boundaries of the Air Quality Con-
trol Regions within each of them. A shading scheme, similar to the one on the
United States map, is used to distinguish the three types of Air Quality Control
Regions.

The final section describes, in alphabetical order, each of the 50 states and
the District of Columbia, showing boundaries of the Air Quality Control Regions
affecting them. Each description is composed of a map of the state and a complete
list of the local jurisdictions included in each AQCR in it, both inter- and intrastate.
Maps of American Samoa, Guam, Puerto Rico, and the United States Virgin Islands
are also included.
