EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The Community Housing Development Corporation of
North Richmond was selected to receive a brownfields
cleanup grant. The City of Richmond, population
93,000, was one of the first Bay Area cities to confront
the full range of modern urban problems, starting
shortly after WWII. Today, the city has the highest
minority population of any Bay Area city. African-
American, Hispanic, and Asian residents make up
more than 69 percent of the population. More than 52
percent of the residents are on public assistance, and

                    EPA has selected the Community Housing Devel-
                    opment Corporation of North Richmond for a
                    brownfields cleanup grant. The grant will be used
                    to clean up petroleum contamination at 1300 Filbert
                    Street, the site of a former gas station. Once
                    cleaned up, three single-family affordable homes
                    will be constructed at the site.

                    The cooperative agreement for this grant has not
                    yet been negotiated; therefore, activities described
                    in this fact sheet are subject to change.
                   almost 55 percent have not completed high school.
                   Richmond has all the classic indices of distress,
                   including low income, high unemployment, vacant and
                   boarded-up housing, high rental population, and low
                   educational achievement. The target community of
                   North Richmond (population 15,000) is a neighborhood
                   of deteriorating housing interspersed with industrial and
                   other potentially hazardous land uses. This project not
                   only will result in new affordable housing units, but is
                   expected to generate employment opportunities for at-
                   risk youth and adults during construction.
