EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The City of San Antonio was selected to receive a
brownfields assessment grant. About 47,381 of San
Antonio's 1,144,646 residents live in the target areas.
The city has the 25th highest poverty rate of cities
nationwide, with 17.3 percent of its residents living in
poverty. Of the eight target areas, five are either within
a federally-designated Empowerment Zone or are
designated Empowerment Zone developable sites. All
of these areas have high poverty rates ranging from 35
to 82 percent. There are 57 identified petroleum
storage tank sites in the target area, and 41 more sites
are believed to be former gas stations. The goals of the
Neighborhood Commercial Revitalization program are
to support economic reinvestment in targeted urban

                       EPA has selected the City of San Antonio to
                       receive a brownfields assessment grant. Grant
                       funds will be used to perform six Phase I or
                       Phase II site assessments at petroleum-contami-
                       nated former gas station sites within eight tar-
                       geted business districts, which are part of the
                       city's Neighborhood Commercial Revitalization
                       program. Grant funds will also be used to prepare
                       six cleanup plans and to conduct community
                       outreach activities.

                       described in this fact sheet are subject to change.
