EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The City of Nashua was selected to receive two
brownfields cleanup grants. With a population of
86,605, Nashua is the second largest city in New
Hampshire. The city and surrounding areas have
experienced a significant increase in residents over 65
years of age, which has generated a need for additional
housing and community sevices. The target population
in the area surrounding the disposal site is 5,609.
Nearly 12 percent of residents in the area are His-
panic, and an equal percentage of elderly residents in
this neighborhood live below the poverty level. In the
area immediately adjacent to the site, almost 43
percent of elderly persons are disabled. Nearby census
tracts have even higher percentages of elderly, non-
