EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

North Country Council, Inc. was selected to receive a
brownfields assessment grant. The North Country
region, with a population of 85,000, is a federal eco-
nomic development district. During the second half of
the Twentieth Century, the region experienced a
significant loss in the forest products, furniture, metal-
work, and textiles industries, leaving behind potentially
contaminated, abandoned and underused buildings.
Many manufacturing jobs have been lost as a result of
plant closings, most notably in the depressed paper and
pulp mill industries. Many of the communities in the
region have only one or two employers, so any closings

                        EPA has selected North Country Council, Inc.
                        (NCC) for a brownfields assessment grant. Grant
                        funds will be used to identify and characterize
                        known or potential petroleum-contaminated
                        brownfields and to conduct up to 15 Phase I
                        environmental assessments and a number of
                        Phase II assessments on a subset of those sites.
                        Priority will go to municipally owned sites from the
                        51 towns and villages in the region.

                        The cooperative agreement for this grant has not
                        yet been negotiated; therefore, activities described
                        in this fact sheet are subject to change.

                     state. The council anticipates redeveloping its
                     brownfields properties for commercial, industrial, and
                     greenspace use.
