EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The City of Raleigh was selected to receive a
brownfields assessment grant. Of the city's  276,093
residents, 115,166 live in the state-designated down-
town Development Zone, where unemployment and
poverty rates are several times the county average.
There are 1,600 potential brownfields in the Develop-
ment Zone. The city plans to target the top  100 sites
that could provide strategic locations for business and
service redevelopment projects during the next 10
years. Cleanup of these brownfields is expected to
create jobs, increase the community's tax base, and
make available clean, blight-free properties to provide
greenspace and support economic development.

                         $200,000 for hazardous substances
                         $200,000 for petroleum

                         EPA has selected the City of Raleigh for a
                         brownfields assessment grant. Hazardous sub-
                         stances grant funds will be used to identify and
                         rank brownfields in the targeted downtown area
                         with a high concentration of brownfields, and
                         adjacent residential areas. Funds also will be used
                         to develop a cleanup and redevelopment strategy,
                         create a Brownfields Community Network, and
                         implement a community environmental education
                         program. Petroleum grant funds will be used to
                         perform the  same tasks for sites contaminated
                         with petroleum.
