I 33 V sa Brownfields 2004 Grant Fact Sheet ReGenesis, Inc., Spartanburg, SC EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders in economic development to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, the President signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response pro- grams through a separate mechanism. Community Description ReGenesis, Inc. was selected to receive two brownfields cleanup grants. Both targeted properties are in a diverse, but predominantly African-American, former mill town that includes the residential areas of Forest Park and Sims Chapel. Located within the larger Spartanburg area that has 253,791 residents, the project area's population is only 4,781. Four years ago, unemployment in the project area was 10 percent, and poverty was 25 percent. Also, household and per capita incomes in the project area were about two-thirds those of the county. Cleanup of the Arkwright Mills Site will jumpstart redevelopment in this low-income Cleanup Grants $100,000 for hazardous substances $100,000 for petroleum EPA has selected ReGenesis, Inc. to receive two brownfields cleanup grants. Hazardous substances grant funds will be used to clean up the 30-acre North Street Dump Site at 971 S. Liberty Street. This largely vacant site with elevated polynuclear aromatic hydrocarbon contamination has been used for mill storage and casual dumping. Petroluem grant funds will be used to clean up leaks from inactive underground storage tanks at the 3-acre Arkwright Mills Site, which was an operating textile mill until 1979.
