EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

Riverside was selected to receive a brownfields
assessment grant. Of the city's 264,541 residents,
21,768 live in the Eastside neighborhood, where
unemployment and poverty rates are several times the
national average. The property houses wrecking yards,
metal recycling facilities, aging industrial buildings, and
abuts a low-income and  minority residential area. The
assessment will start the second phase of the Riverside
Marketplace Redevelopment project. The project
began in the 1980s and has successfully redeveloped
about 85 acres of a 100-acre brownfield. Redevelop-
ment of the property into a business park is expected to
spur redevelopment of nearby parcels, generate new
jobs, and increase tax revenues.

                         $200,000 for petroleum

                         EPA has selected Riverside for a brownfields
                         assessment grant. Hazardous substances grant
                         funds and petroleum grant funds will both be used
                         to evaluate the 26 parcels in a 15.2-acre
                         brownfields property in the city's Eastside. Funds
                         will be used to identify the most impacted parcels
                         for Phase I assessments,  and conduct community
                         outreach on the assessment process, including
                         findings and conclusions.
