I 33 ^ 111 CD 'Vf. <-^ ^ PRO^ Brownfields 2004 Grant Fact Sheet Sacramento County Business Environmental Resource Center, CA EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders in economic development to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, the President signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response pro- grams through a separate mechanism. Community Description The Sacramento County Business Environmental Resource Center was selected to receive a brownfields assessment grant. The areas targeted for the grant include the city-designated redevelopment neighborhoods of Alkali Flat (44 percent minority), Del Paso Heights (74 percent minority), North Sacramento (77 percent minority), Oak Park (87 percent minority), and parts of South Sacramento (72 percent minority), as well as 18 aging commercial corridors. Del Paso Heights, North Sacramento, Oak Park, and South Sacramento are federal Enterprise Zones. Because Sacramento was Assessment Grant $200,000 for hazardous substances EPA has selected the Sacramento County Busi- ness Environmental Resource Center for an area- wide brownfields assessment grant. Grant funds will be used to identify and prioritize brownfields in five neighborhoods and 18 commercial corridors. Up to 20 Phase I and five Phase II assessments will be performed at high priority sites as part of this effort. These communities are challenged by declining housing stocks, poverty rates as high as 39 percent, unemployment rates ranging from 5.7 percent to nearly 11 percent, substance abuse prob- lems, and crime.
