EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.
Community Description
The City of Saginaw was selected to receive a
brownfields assessment grant. Over the past three
decades, Saginaw (population 61,799) has lost 30,000
residents. The decline in the city's industrial base has
left over 700 abandoned or tax-reverted properties
city-wide. In the area targeted by the assessment
grant, the poverty rate is over 28 percent, and 47
percent of its residents are minorities. The city is using
its brownfields program to assemble properties into
parcels that are attractive to commercial developers,
and whose redevelopment will provide jobs for the
local residents and an increased tax base for the city.
Assessment Grant
$200,000 for hazardous substances
$200,000 for petroleum
EPA has selected the City of Saginaw for a
brownfields assessment grant. Hazardous sub-
stances grant funds will be used to perform ten
Phase I site assessments, ten Phase II site
assessments, and six baseline environmental
assessments. Petroleum grant funds will be used
to perform 12 Phase I site assessments, 12 Phase
II site assessments, and six baseline environmental
assessments. Community outreach activities will
be conducted throughout the assessment period.
The city has completed an inventory of
brownfields sites and is in the process of ranking
them. Priority will be given to sites in blighted
areas that have identified developer interest.
