Brownfields 2004
 Grant Fact Sheet
       Saint Paul,
EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

assessment grant. The City of Saint Paul is located on
Saint Paul Island, which is one of the Pribilof Islands

Anchorage. The Pribilofs are the breeding grounds for
millions of northern fur seals and sea birds, and are
surrounded by one of the world's richest fishing
grounds. Saint Paul Island is the largest Aleut commu-

457 (86 percent) are Alaska Native Americans.
Unemployment is 25.8 percent, 36 percent of house-
holds are living in poverty, and 41 percent are living in
substandard housing. This project focuses on identify-

storage tanks that were used to store fuel for heating
                                                   Assessment Grant
                                     $200,000 for petroleum
EPA has selected the City of Saint Paul for a
                                     brownfields assessment grant. Petroleum funds
will be used to conduct Phase I investigations on
193 active or abandoned underground storage
tanks at 122 separate locations throughout the city.
Many of these tanks, which are used for residen-
tial fuel storage, are suspected of leaking due to
extreme age (30 to 50 years old) and overfilling.
Based on the Phase I results, Phase II investiga-
tions will be conducted at about 80 locations. At
the conclusion of the assessment investigations,
Saint Paul will prepare a "strawman" corrective
                                     action plan for contaminated sites.
