EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. A brownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The City of San Jose was selected to receive a
brownfields assessment grant. The city has 894,943
residents, many of whom live in neighborhoods that
lack sufficient greenspace. The city's economic history
includes both agriculture and industrial operations,
leaving  a great potential  for brownfields.  The commu-
nity-wide brownfields assessment will be coordinated
with the Strong Neighborhoods Initiative, which unites
the city's communities, and Greenprint, the city's 20-
year strategic plan for development of parks and
community facilities. Brownfields cleanup is expected
to revitalize older, former industrial areas of the city,
and provide open space to the city's lower-income
residents.
                         Assessment Grant
                         $200,000 for petroleum

                         EPA has selected San Jose for a brownfields
                         assessment grant. Grant funds will be used to
                         inventory and rank brownfield properties identified
                         by the city and its Strong Neighborhoods Initiative.
                         Funds also will be used to select brownfield
                         properties that could be used to expand the city's
                         open space, to perform up to 20 Phase I and up to
                         ten Phase II assessments on the selected sites,
                         and to conduct community outreach activities.
