EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law,  EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The Southeast Iowa Regional Planning Commission
was selected to receive a brownfields assessment
grant. The Commission represents four counties with a
combined population of 112,659, of which 48,891
people live in the three target cities of Burlington, Fort
Madison, and Keokuk, along the Mississippi River.
With the closure of the manufacturing industries along
the river, these cities have experienced declining
populations and increasing unemployment. In the last
two years alone, manufacturing layoffs  and closures
have resulted in a net loss of 2,100 jobs. The median

                      EPA has selected the Southeast Iowa Regional
                      Planning Commission for a brownfields assess-
                      ment grant. Hazardous substances grant funds will
                      be used to conduct community outreach, and
                      perform Phase I and II site assessments at a
                      former landfill and two manufacturing sites.
                      Petroleum grant funds will be used to perform the
                      same tasks at three petroleum-contaminated sites,
                      including a former coal gasification facility and
                      two former gas stations.

                      The cooperative agreement for this grant has not
                      yet been negotiated; therefore, activities described
                      in this fact sheet are subject to change.

                    poverty rates are 30 percent higher than the state rate.
                    Many of the brownfields are in predominantly residen-
                    tial areas, exposing the population to potential hazards.
                    This grant will help stabilize the communities and
                    enable reuse planning and redevelopment.
