EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The City of Springfield was selected to receive a
brownfields assessment grant.  Of the city's 151,580
residents, 7,244 live in the target areas of Springfield
City Center, West Central Neighborhood, and Jordan
Valley Park. Of these residents, about 35 percent live
below the poverty level, more than double the city's
rate. More than 72 percent of the target area residents
are low- to moderate-income. The median yearly
household income in the target area is less than half the
city median income. The unemployment rate of 9.7
percent is more than twice the city-wide rate. The city
has identified  574 brownfield sites within the 300-acre
Jordan Valley Park area. Cleanup and redevelopment
of these sites into recreational facilities and park space

                         EPA has selected the City of Springfield for a
                         brownfields assessment grant. Hazardous sub-
                         stances grant funds and petroleum grant funds will
                         both be used to conduct environmental assess-
                         ments on properties in the city's former industrial
                         corridor, associated with their acquisition for the
                         Jordan Valley Park project. Hazardous substances
                         grant funds will be used for project management,
                         eight Phase I site assessments, and three Phase II
                         site assessments of sites contaminated with
                         hazardous substances. Petroleum grant funds will
                         be used for project management, eight Phase I
                         site assessments, and three Phase II site assess-
                         ments of sites contaminated with petroleum. Grant
                         funds will also be used for remediation planning
                         and community outreach.
