I 'O UJ O Brownfields 2004 Grant Fact Sheet St. Louis Development Corporation, MO EPA Brownfields Program EPA's Brownfields Program empowers states, communi- ties, and other stakeholders in economic development to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11,2002, the President signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The St. Louis Development Corporation was selected to receive a brownfields assessment grant and a revolving loan fund grant. Of St. Louis's 348,189 residents, 24.6 percent live below the poverty level. The city's unemploy- ment rate for September 2003 was 10.4 percent, com- pared to 5.4 percent for the state during the same period. The city has lost 53 percent of its population since 1960. The North Riverfront Business Corridor target area is a low-income area, and almost 75 percent of the 35,717 residents are African-American. This area is in a feder- ally designated Empowerment Zone, and much of it is in an Enterprise Community. Redevelopment of brownfields in the North Riverfront Business Corridor is part of a plan to develop three new business parks along the Mississippi Riverfront. Other sites are expected to be redeveloped for neighborhood retail and commercial use. Assessment Grant $200,000 for hazardous substances $200,000 for petroleum EPA has selected the St. Louis Development Corporation for a brownfields assessment grant. Hazardous substances grant funds will be used to conduct comprehensive analyses at sites in the North Riverfront Business Corridor, the industrial heart of the city along the banks of the Mississippi River. Petroleum grant funds will be used to conduct Phase I and II assessments at former gas and filling station sites throughout the city. Grant funds also will be used for outreach activities. Revolving Loan Fund/New^ Grant $950,000 for hazardous substances EPA has selected the St. Louis Development Corporation for a brownfields revolving loan fund grant. Grant funds will be used to capitalize a revolving loan fund from which the St. Louis Development Corporation will provide loans and subgrants for brownfields cleanup costs at an 18- acre former ammunition plant, and the North Riverfront Business Corridor, a four-mile area along the Mississippi River. Both sites are in Brownfields Showcase Community focus areas.
