EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Sioux City was selected to receive two
brownfields assessment grants. The population of
Sioux City is 85,013. The target area is the Combined
Floyd River Urban Renewal Area, which includes the
former Sioux City Stockyards and is bordered by the
Missouri and Floyd Rivers. The area was historically
used for manufacturing in the north and for agricul-
tural-related business in the south, with residential
areas in close proximity. There are 27 chemical spill
sites, 49 hazardous waste generators, 11 toxic release
inventory sites, one solid waste processing facility, 40
leaking underground storage tanks, one active and
three inactive Superfund sites, and 28 air emissions
contaminant sources within this area. Until the 1960s,
the area was located in a floodplain. Floods led to the

   EPA has selected the City of Sioux City for two
   brownfields assessment grants. Grant funds will be
   used to conduct Phase I and II site assessments,
   and plan redevelopment and cleanup activities at
   sites contaminated by hazardous substances or
   petroleum. Many industries, including auto salvage
   yards, dry cleaners, landfills, and railroad facilities,
   have impacted the target area with heavy metals,
   volatile organic compounds, PCBs, and pesticides.
   Funds also will be used to perform community
   outreach activities in the Combined Floyd River
   Urban Renewal Area.

deterioration of the housing market and the relocation
of businesses. The target area population has a lower
per capita income, a higher unemployment rate, a
higher housing vacancy rate, and a higher percentage
of minorities than the city or the state as a whole.
Brownfields redevelopment will create jobs and
greenspace, reduce the risk of residents' exposure to
environmental contaminants, put properties back on the
tax rolls, and increase property values.
