EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.  On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The Saint Paul Port Authority was selected to receive
a brownfields assessment grant. Located in eastern
Minnesota, Saint Paul (population 287,151) experienced
economic decline in the 1970s and 1980s due to the
closing and downsizing of major manufacturers.  There
are about 1,000 acres of brownfields in the city, mostly
concentrated along the Mississippi River and former
industrial corridors. Today, the city is a federally
designated Enterprise Community with a large minority
population that includes African-American, Hmong,
and Hispanic residents. The city is focusing its assess-
ment efforts on the Phalen, Great Northern, and
University-Midway Corridors. These neighborhoods

 EPA has selected the Saint Paul Port Authority
 for a brownfields assessment grant. Petroleum
 grant funds will be used to conduct two or three
 Phase I and two or three Phase II environmental
 site assessments.  Funds also will be used for
 community involvement activities, including
 translating materials into Spanish, Hmong, and
 other languages.

 have great ethnic and cultural diversity, and are among
 the most impoverished in the city. The Port Authority
 plans to assess sites with the goal of assembling
 properties to create three sites ready for redevelop-
 ment. Once assessment and eventual cleanups are
 complete, the assembled properties will be redevel-
 oped into multi-use business and job centers in the
 city's older neighborhoods.
