EPA's Brownfields Economic Redevelopment Initiative  is designed to empower states, communities, and other
stakeholders in economic redevelopment to work together in a timely manner to prevent, assess, safely clean up, and
sustainably reuse brownfields. A brownfield is a site, or portion thereof, that has actual or perceived contamination and
an active potential for redevelopment or reuse. EPA is funding: assessment demonstration pilot programs (each funded
up to $200,000 over two years), to assess brownfields sites and to test cleanup and redevelopment models; job training
pilot programs (each funded up to $200,000 over two years), to provide training for residents of communities affected
by brownfields to facilitate cleanup of brownfields sites and prepare trainees for future employment in the environmental
field; and, cleanup revolving loan fund programs (each  funded up to $500,000 over five years) to capitalize loan funds
to make loans forthe environmental cleanup of brownfields. These pilot programs are intended to provide EPA, states,
tribes, municipalities, and communities with useful information and strategies as they continue  to seek new methods
to promote a unified approach to site assessment, environmental cleanup, and redevelopment.
BACKGROUND

EPA has selected Young Community Developers,
Inc. (YCD)  for a Brownfields Job Training and
Development Demonstration  Pilot.   YCD's
Brownfields Assessment Pilot partner is the San
Francisco Redevelopment Agency. YCD is a 25-
year-old community-based organization that provides
training and employment opportunities to residents of
the Bayview Hunters Point (BVHP) neighborhood of
southeast San Francisco.  The BVHP neighborhood
(population  25,000) is  one  of  San Francisco's
historically African-American communities and is
one of the city's poorest communities.  BVHP is a
federally designated Enterprise  Community.
Unemployment is 16 percent and household incomes
are less than two-thirds of the city average.

Approximately 120 brownfields have been identified
within athree-mile radius of the BVHP neighborhood.
Despite the need for employment opportunities for
BVHP residents and redevelopment activities in the
area, community hiring goals have not been met
because of a lack of qualified community residents.

TRAINING OBJECTIVES

YCD plans to train 40 BVHP residents, achieve an 85
percent placement rate,  and track students for one
year after completion of the training.  In addition,
YCD plans to conduct community forums to provide
residents with information on the health risks posed by
brownfields in the area and recruit potential students
forthetrainingprogram. ThePilotwilltargetindividuals
receiving Temporary Assistance for Needy Families
and other low-income community residents.   The
training program  will consist of a  288-hour
environmental technician training program, including
training in the  use of innovative assessment and
cleanup technologies.

The training efforts of YCD will be supported by
organizations such as the University of California at
Berkeley,  Southeast Community  College,  San
Francisco Department  of Human Services, the
Laborers AGC, and Hensel  Phelps Construction
Company.  Environmental firms and construction
companies have committed to hiring graduates, and
the Building and Trades Council  will provide
information about the requirements for union
apprenticeship programs.

ACTIVITIES

Activities planned as part of this Pilot include:

• Conducting outreach to recruit low-income residents
  of the Bayview Hunters Point community;

• Conducting environmental technician training,
  including courses in the use of innovative assessment
  and cleanup technologies; and

• Supporting career placement of students foratleast
  one year after the job training is completed.

The cooperative agreement for this Pilot has not yet been negotiated;
therefore, activities described in this factsheetare subject to change.
