 EPA Brownfields Program
 EPA's Brownfields Program empowers states, commu-
 nities, and other stakeholders in economic development
 to work together to prevent, assess, safely clean up,
 and sustainably reuse brownfields. Abrownfield site is
 real property, the expansion, redevelopment, or reuse
 of which may be complicated by the presence or
 potential presence of a hazardous substance, pollutant,
 or contaminant. On January 11, 2002, President George
 W. Bush signed into law the Small Business Liability
 Relief and Brownfields Revitalization Act. Under the
 Brownfields Law, EPA provides financial assistance to
 eligible applicants through four competitive grant
 programs: assessment grants, revolving loan fund
 grants, cleanup grants, and job training grants. Addi-
 tionally, funding support is provided to state and tribal
 response programs through a separate mechanism.
 Community Description
 The WestAllis Community Development Authority
 was selected to receive two brownfields cleanup
 grants. WestAllis (population 61,254) is an older first-
 ring industrial suburb of the City of Milwaukee. For
 most of its history, it served as a center of heavy
 manufacturing. During the recession of the early
 1980s, several of the large manufacturers in the
 community permanently closed. As a result, over 8,200
 manufacturing jobs were lost, the city's population
 declined by more than 10,000, and the average wage
 declined by 25 percent. The Wisconsin Department of
 Natural Resources has identified more than 500

  $400,000 for hazardous substances
  EPA has selected the West Allis Community
  Development Authority for two brownfields
  cleanup grants. Grant funds will be used to
  facilitate community involvement, develop a
  remedial action plan, and conduct site remediation
  activities at the eight-acre Pressed Steel Tank site
  at 1445 South 66th Street. From 1906 until re-
  cently, the plant operated continuously as a
  pressure vessel and tank manufacturing facility.
  Grant funds also will be used to perform the same
  tasks at the Novak Lime Pit site located at 1960
  South 67th Place. This 11.6-acre former carbide
  gas manufacturing facility is surrounded on three
  sides by a predominantly residential neighborhood.
  The bulk of the soil and groundwater contami-
  nants on site are widely distributed polyaromatic
  hydrocarbons.

including the WestAllis Historical Industrial Corridor
and the 60th and Burnham area, contain numerous
brownfields properties surrounded by low-to-moderate

income neighborhoods. Cleanup and redevelopment of
these properties will help the city eliminate hazardous
conditions, stabilize its distressed neighborhoods, and
reposition the West Allis area to be competitive in the
21st Century.
