EPA Brownfields Program

EPA's Brownfields Program empowers states, tribes, communities, and other
stakeholders to work together to prevent, assess, safely clean up, and sustainably
reuse brownfields. A brownfield site is real property, the expansion, redevelopment,
or reuse of which may be complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. TAB provides technical assistance
to Brownfields Grantees and other communities facing brownfields challenges.
TAB providers assist communities with reviewing and explaining brownfield
related technical reports; providing information about basic science, environmental
policy and other technical matters related to brownfield sites; helping to understand
health risks associated with a brownfield property; providing information to
assist with understanding environmental issues and how they affect brownfield
cleanup and redevelopment; and facilitating brownfield redevelopment efforts by
supporting community and other stakeholder involvement activities.
Organization Description

The Center for Creative Land Recycling (CCLR or "see clear") is a nonprofit
organization focused on creating sustainable communities by identifying and
implementing responsible patterns of land use and development. CCLR promotes
the reuse and recycling of previously developed and passed-over land and
buildings in both urban and rural areas, with a focus on brownfields.

In Region 8, CCLR partners with the Community Brownfields Foundation
(CBF) to provide TAB services. CBF is a community-based nonprofit providing
services to promote the cleanup and reuse of brownfields. It seeks to remove
environmental obstacles to economic and community development. CBF partners
with communities, local governments, other nonprofits, and commercial enterprises
to help reuse and redevelop brownfields.
Technical Assistance Provided

CCLR provides an online resource center—the Brownfields Resource Center—that
offers information on funding, the regulatory process, news, contacts and other
resources for each of the states in the three western regions. It also builds custom
trainings for stakeholders interested in brownfields redevelopment. Other forms
of technical assistance to stakeholders with limited resources include: help with
inventories; strategic planning and execution; environmental site assessment
review; remedial action planning and regulatory facilitation; negotiations support,
risk management review; community involvement; and assistance with deal
structuring and brownfields financing.
