   Technical Assistance to Brownfields (TAB)

EPA Brownfields Program

EPA's Brownfields Program empowers states, tribes, communities, and other
stakeholders to work together to prevent, assess, safely clean up, and sustainably
reuse brownfields. A brownfield site is real property, the expansion, redevelopment,
or reuse of which may be complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. TAB provides technical assistance
to Brownfields Grantees and other communities facing brownfields challenges.
TAB providers assist communities with reviewing and explaining brownfield
related technical reports; providing information about basic science, environmental
policy and other technical matters related to brownfield sites; helping to understand
health risks associated with a brownfield property; providing information to
assist with understanding environmental issues and how they affect brownfield
cleanup and redevelopment; and facilitating brownfield redevelopment efforts by
supporting community and other stakeholder involvement activities.
Organization Description

The Enterprise Corporation of the Delta (ECD) is a community development
financial institution committed to strengthening economically distressed
communities in Arkansas, Louisiana, Mississippi, and Memphis, Tennessee.
The ECD has developed technical and financial assistance programs for small
businesses, homebuyers, and community development groups to promote
development and strengthen economies in low-income areas.
Technical Assistance Provided

Specifically, the ECD provides assistance to help communities understand the
health impacts of brownfields sites, as well as financing and other issues associated
with brownfields assessment, cleanup and redevelopment. Among other things, the
ECD's TAB-related services include "Brownfields 101" educational workshops,
creation of brownfields site inventories, personalized brownfields redevelopment
plans and strategies, assistance with community outreach, and workshops on
writing brownfields grant applications. However, TAB assistance available through
ECD varies depending on the resources available within each state.
