What is the NET Viewer CD-ROM?
The National Emission Trends (NET) Viewer com-
pact disc read-only memory (CD-ROM) is a user-friendly
system that allows easy access to summary-level emis-
sions data based on EPA's National Emission Trends
Database. United States emissions for the years 1985-
1995 are stored by tier category and by Standard Indus-
trial Class (SIC) at the county, nonattainment area, state
and national levels.
The National Emission Trends Viewer CD-ROM pre-
sents the United States (US) Environmental Protection
Agency's (EPA) estimates of national and regional emis-
sions for criteria air pollutants: carbon monoxide (CO),
nitrogen oxides (NOx), volatile organic compounds
(VOC), sulfur dioxide (SO2), fine particulate matter less
than 10 microns (PM-10), lead (Pb), and total suspended
particulate matter (TSP). Estimates are presented for the
years 1985 to 1995. The emissions of each pollutant are
estimated for many different source categories, which col-
lectively account for all anthropogenic emissions. The
National Emission Trends Viewer CD-ROM presents
the total emissions from all 50 States and from each EPA
region in the country.
System Requirements
The National Emission Trends Viewer CD-ROM is a
Microsoft Access ® database program, which operates in
the Microsoft Windows ® environment. The minimum
requirements to run the National Emission Trends Viewer
CD-ROM are an IBM-compatible PC with a 386 proces-
sor running at 33 megahertz (a 486 processor is recom-
mended) and 6 megabytes of extended memory. The
National Emission Trends Viewer CD-ROM requires a
CD-ROM drive with an interface card and system driv-
ers that can be used with Microsoft Windows ® version
3.1 or later.

About Emission Trends Data
With this CD-ROM, users can track changes in national
emissions since passage of the Clean Air Act Amend-
ments of 1990 (CAAA). The emission trends are the
net effect of many factors, including changes in the
nation's economy and in industrial activity, technology,
consumption of fuels, traffic, and other activities that
cause air pollution. The trends also reflect changes in
emissions as a result of air pollution regulations and
emission controls. This information serves as a mea-
sure of our nation's progress in reducing air pollution
emissions as a result of mandatory and voluntary con-
trols and of continuous changes in national activity.
The Clean Air Act Amendments of 1990 (CAAA) are
only beginning to affect emission levels. For some source
categories (such as non-road engines), standards are
scheduled to begin in 1996, but significant emission re-
ductions are not expected until afterthe year 2000. Some
emission sources such as wildfires and fugitive dust have
been influenced more by meteorological conditions than
economic forces. Controls to reduce fugitive dust emis-
sions resulting from the CAAA are beginning to take
effect, but are only applied in PM-10 nonattainment ar-
eas. While the amount of land burned in wildfires varies
greatly from year-to-year, overall emission reductions
from wildfires have resulted from the U.S. Department
of Agriculture's (USD A) Forest Service support of state
efforts in fire prevention and early control.

Currently, we are transferring the NET Database to an
Oracle ® platform, which will make it easier to provide a
link to the database via the World Wide Web. The NET
Database will soon have an Internet file transfer protocol
(FTP) site also.
