Q
Obtaining Assistance from the
EPA Technical Support Centers
May 2009
Since 1987, EPA's Technical Support
Project (TSP)—a network of Regional
forums and specialized TSCs—has
been providing technical assistance
to Regional Remedial Project Man-
agers, Corrective Action Staff, and
On-Scene Coordinators.
The Technical Support Centers (TSCs) serve as resource cen-
ters for the Regions providing specialized technical expertise for
specific tasks or projects. Each year, the Office of Solid Waste
and Emergency Response and the Office of Research and Devel-
opment (ORD) fund the TSCs to provide most of this expertise.
You can access the TSCs directly or by contacting your Region's
Superfund and Technology Liaison (STL). The STLs are ORD em-
ployees, but reside in each regional office (see list on side 2). The
STLs can describe to you the advantages and limitations of the
expertise available at each TSC.
There is a range of expertise available at the three main TSCs:
Engineering TSC -Assists customers with field evaluation and demonstration of innovative technologies,
verification of externally acquired data, development and testing of management techniques and disposal prac-
tices, and a strong technical assistance capability for both Superfund and non-Superfund contamination.
Ground Water and Ecosystems Restoration TSC - Provides support on issues regarding subsurface con-
tamination, contaminant fluxes to other media (e.g., surface water or air), and ecosystem restoration. This
includes technical guidance in site characterization and the selection of remedial or management alternatives.
The TSC also reviews and interprets site specific applications of specific models and provides assistance in
the review of design, construction, implementation and evaluation of remedial systems.
Site Characterization and Monitoring TSC -Assists customers throughout a site characterization event, i.e.,
from planning and design to analysis and data interpretation. Formerly managed from ORD's Las Vegas labo-
ratory, this TSC is now managed by STL Felicia Barnett of Region 4.
Other TSCs also assist customers with more specific issues, such as aerial photography, sediments, and radia-
tion (see complete list below). Developing areas, such as green remediation and carbon footprint evaluation,
are under consideration for future tech support.

The three main TSCs are part of ORD and respond to
400-500 requests for technical assistance each year.

Typical requests of the TSCs include:
• Reviewing contractor workplans
and reports: RIs, FSs, and RDs
• Assisting with treatability studies
(e.g., bioremediation, stabiliza-
tion/solidification)
• Evaluating remedial technologies
• Developing and review sampling
plans, models, interpret data
• Testing innovative technologies
• Developing technical transfer papers
