     Milltown Reservoir.

Status: The Milltown Reservoir cleanup project is going well and is on schedule for dam
removal in spring 2008. Due to recent rains, the turbidity level measured on 2/18/07 at
Turah was 20 NTUs and 15 NTUs below the dam. The trigger level for additional sampling
is 12 NTUs; therefore, Envirocon stepped up its surface water sampling program. No Best
Management Practices (BMP) evaluation (to adjust site activities) was necessary because
the majority of turbidity originated upstream of the project area. Turbidity levels have
now dropped to below 6 NTUs.  Monitoring information is available:

Currently:
•  Construction continues on the Clark Fork River flood berm. Upon completion, con-
   struction of the flood berm on the Blackfoot River will begin. All flood berms will be
   finished by April 2007.
•  Construction continues on the on-site haul road at the base of 1-90.
•  Soils gradation work continues. This work is needed to ensure that riprap and soils
   used on site are appropriate for construction of the bypass channel, haul roads, flood
   berms, etc.
•  Workers continue to screen rock out of the borrow area soils. The rock will be used
   as riprap and the finer materials for berms and haul roads on site.
•  Envirocon continues to prepare an area for more permanent offices. The US Army
   Corps of Engineers (USACE) will be EPA's construction oversight representative and
   will have office space on site.
•  Preparation begins this week for the new site entrance off Rustic Road.
   Envirocon will also be adding a truck scale to this location.

Upcoming:
•  A riprap source has been identified. Material will come from the east on 1-90 and will
   be brought onto the site via the new entrance off Rustic Road (next to the Montana
   Rail Link log unloading area). Riprap hauling should begin in the next week or so and
   continue through April 2007. We expect approximately 20-30 truckloads per day
   during this time. Signs are being posted — the speed limit on Rustic Road and High-
   way 210 E (near the project area) will be reduced to 45 mph during active hauling.

Pedestrian Trail  Open House

Last week Missoula  County held an Open
House to discuss plans for a pedestrian
trail along Highway  210 East.  The focus
of the Open House  was  the part of the
trail proposed  from the  Banner School east
to the Piltzville Fire Station and the turn-
off to Rustic Road.  Construction of this
portion is scheduled to begin this summer
and be complete by August 2007.

Approximately 150  people attended the
Open House and provided a lot of good in-
put that will be considered  as  the trail de-
sign  is finalized.  Those attending were
able to view designs for the three distinct
segments of the proposed pedestrian trail:
1) Concrete trail with AD A-accessible
curbs from the Banner School  to the high-
way  bridge; 2) the  bridge with a widened
pedestrian  crossing; and 3) the asphalt
trail from the bridge  to the Piltzville Fire
Station and Rustic Road.

This portion of the  trail will address the
safety concerns associated  with construc-
tion  of the rail line  behind the Banner
School and periodic hauling  of  materials
along Hwy. 210 East to and from the site.

The  trail will later  be extended along
Highway 210 E and  Rustic Road to the
Turah interchange.  Missoula County plans
at least two additional public meetings.
EPA  has provided $500.000 for trail con-
struction;  additional funding will come from
the federal transportation bill  appropriation
to Missoula County  to implement the 2005
Conceptual  Redevelopment Plan for the
Milltown Reservoir area.
