United States Environmental Protection Agency vvEPA State Incentives for Achieving Clean and Renewable Energy Development on Contaminated Lands Hawaii The development of clean and renewable energy on formerly used land offers many economic and environmental benefits. Combining clean and renewable ^/ energy and contaminated land cleanup incentives can allow investors and communities to create economically viable clean and renewable energy redevelopment projects. This document provides information about incentives in your state that can be leveraged for clean and renewable energy and development of contaminated land. Incentives for Clean and Renewable Energy Tax Incentives (abatements, deductions, credits, etc.) Solar Thermal Systems/Photovoltaic System Tax Credit http://hawaii.gov/dbedt/info/energy/publications/taxcredits06.pdf Provides 35% of actual cost of the system including accessories and installation or $250,000 ($500,000 for Photovoltaic Systems), whichever is less. Tax credit does not include consumer incentives and costs for which another credit is claimed. The credit shall be claimed against net income tax liability for the year in which it was purchased and installed; credit exceeding liability may be carried forward until exhausted. Wind System Tax Credit http://hawaii.gov/dbedt/info/energy/publications/taxcredits06.pdf Provides 20% of actual cost of the system, including accessories and installation or $500,000, whichever is less. State Loan Program http://hawaii.gov/hdoa/agl/alternative-energy-loans Provides up to 85% of the cost (up to a maximum of $1.5 million) of agricultural and aquacultural renewable energy projects. The funds can be used for infrastructure, equipment, land improvements, and operating costs. Funds are available at favorable interest rate of 3% for a maximum term of 40 years. Net Metering http://hawaii.gov/dbedt/info/energy Establishes that Hawaii has both simplified interconnection rules for small renewables and separate rules for all other distributed generation (DG). Simplified interconnection procedures for net metering are available for solar, wind, biomass, and hydroelectric systems up to 50 kW in capacity on Kauai and 100 kW in capacity on the other islands. A manual, lockable disconnect is required for net-metered systems, and a provision for mutual indemnification is included. Repayments of loans will re-capitalize the loan fund allowing more loans to be made. Technical Assistance and Other Incentives Hawaii Brownfields Forum www.co.honolulu.hi.us/dcs/specialprojects/brownfields_overviewofhawaiisb rownfieldsprogram.pdf Encourages and facilitates the redevelopment of contaminated property in Hawaii. The Forum offers diverse stakeholders an opportunity to gather three times a year, hear presentations on current issues, and network productively. The goal of the Forum is to facilitate the identification, cleanup, and redevelopment of contaminated property. Limitations on Liability Voluntary Cleanup Program http://hawaii.gov/health/environmental/hazard/vrp.html Oversees cleanup activities, and when completed, parties receive an official "letter of completion" for the specific property and contaminants addressed. This letter certifies that the site has been properly cleaned up and, to the extent allowed in the law, provides relief from future liability. The expectation is that the assurances provided in the "letter of completion" will help facilitate the sale and/or development of the property.
