State  Incentives for Achieving Clean and Renewable  Energy
Development on Contaminated  Lands
The development of clean and renewable energy on formerly used land offers many economic and environmental benefits. Combining clean and
projects. This document provides information about incentives in your state that can be leveraged for clean and renewable energy and development of contaminated land.

Renewable Energy Project Bond Program

Allows independent (non-utility) developers of renewable energy projects in
the state to request financing from the Idaho Energy Resources for the
construction of electric generation and transmission projects by electric
utilities.

Renewable Energy Equipment Sales Tax Refund

Provides 100% sales-and-use tax rebate for qualifying equipment and
machinery used to generate at least 25 kW of electricity from fuel cells,
low-impact hydro, wind, geothermal resources, biomass, cogeneration,
solar, and  landfill gas.

Property Tax Exemption for Wind and Geothermal Producers

Exempts qualifying commercial wind and geothermal operators from
paying taxes on real estate, fixtures, or property related to their renewable
energy systems.  In lieu of property taxes, however, wind or geothermal
energy producers must instead pay a tax of 3% of their gross energy
earnings.

Solar Easements

Allows communities to pass solar easement ordinances to allow  for the
access rights to sunlight for a solar energy device.

Idaho Solar Program

Offers assistance to Idaho citizens and companies interested in taking
advantage of solar technologies for space heating, water heating, power
generation, and more. Conducts training for the design and safe  installation
techniques of solar power systems.
                                                              Net Metering

                                                              Provides net metering for installed clean energy generation on a utility-by-
                                                              utility basis. Each utility: (1) offers net metering to customers who generate
                                                              electricity using solar, wind, hydropower, biomass, or fuel cells; (2) limits
                                                              net metering to 0.1 %of its retail peak generation; (3) limits residential
                                                              systems to 25 kW; and (4) restricts any single customer from generating
                                                              more than 20% of such peak production.

Community Reinvestment Pilot Initiative

Provides a rebate up to $150,000 to private and nonprofit entities
completing DEQ-approved cleanups at up to 10 properties selected as
Pilot Brownfields. Upon cleanup completion, the state issues the
participant a Community Reinvestment Rebate equal to 70% of cleanup
costs incurred conducting activities identified in the Remediation Work
Plan.

Idaho Petroleum Storage Tank Fund

Provides covered underground storage tank site owners or operators (only
petroleum distributors and retailers who distribute and sell  fuel) with
environmental insurance of up to $1,000,000 per occurrence, for $25 per
tank per year, for a maximum of 100 tanks. Provides non-marketer (i.e.,
any company using fuel but not selling or distributing) owners or operators
of above ground and underground storage tanks who consume 10,000
gallons or less of petroleum products each month, no more than $500,000
per occurrence.

Partial Property Tax Exemption for Remediated Land

Provides an exemption from property tax of up to 50% of the remediated
land value for up to seven years for properties that complete the
requirements of the Idaho Voluntary Cleanup Program. Remediated land
value represents the difference in land value for the property between the
remediated and un-remediated conditions.

Provides certificate of completion (COC) and covenant not to sue (CNTS)
under Idaho's Voluntary Cleanup Program. After receiving a COC, a party
can negotiate a CNTS for any claim for environmental remediation under
state law resulting from or based upon the release or threatened release of
a hazardous substance or petroleum that is the subject of the approved
voluntary remediation work plan. The CNTS extends to any current or
future owner or operator of the site or portion thereof who did not cause,
aggravate, or contribute to the release or threatened release.
